With the J/Z, less people have to worry about the E as it’s more or less a shortcut from Jamaica to Lower Manhattan. They considered adding express service, but there are issues such as the middle track not being present between 145th & Dyckman, the middle track not being long enough south of 103rd, etc. Part of why the 1/9 failed to me was the fact that there weren’t as many skip-stop stations, there was more time waiting for trains, and there weren’t that many people benefiting (especially after the September 11th attacks). When the Z train started out, both trains had 19 stops during rush hours as the Z train still skipped Alabama Avenue, and both trains skipped Bowery. Skip-stop service has a long history on the Jamaica Line, whether it was with the BMT 14 & 15 or with the KK & QJ. As I said before, I would argue that the J/Z is/was more popular because more stops are skipped along the route, and because they both go express between Myrtle Avenue & Marcy Avenue.
